Stages of Approval for Building Construction

  1. Building Sanction Plan
  2. Objective: Ensure compliance with land-use regulations, building standards, and safety guidelines.

    Procedure:

    • Submit architectural, structural plans, site details, and ownership documents.
    • Plans must adhere to MPD and UBBL regulations (zoning, FAR, setbacks, fire safety, etc.).
    • Authority examines applications, may require No Objection Certificates (NOCs) from relevant departments.
    • Approval allows construction to proceed.
  3. Plinth Certificate
  4. Objective: Verify foundation compliance with the approved Building Sanction Plan.

    Procedure:

    • After plinth construction, submit an application with documentation and photographs.
    • Authority conducts field inspection to confirm adherence to the sanctioned plan.
    • Issuance of Plinth Certificate permits progression to the superstructure.
  5. Completion / Occupancy Certificate
  6. Objective: Confirm building safety and compliance with the sanctioned plan.

    Procedure:

    • Submit application for Completion Certificate upon construction completion.
    • Authority inspects for compliance with FAR, setbacks, fire safety, etc.
    • Completion Certificate issued upon compliance; Occupancy Certificate (OC) is also required for usability and safety.
